1.1 Dams for Development
Large dams have been the epitome of modernization and state-driven intervention in the
development decades accounting for a significant percentage of public investment in many
countries (Parasuraman and Sengupta, 2001). For centuries dams have been used as part of many
nations' development strategies. They have played an important role in helping communities, and
economies harness water resources for food production, energy generation, flood control, domestic
needs (WCD, 2000), and also facilitating or improving navigation (Khagram, 2004)
