About the Author
Dr. John A. C. Cartner practices maritime law in the US and internationally. He has had several commands of oceanic tank and container vessels and is a current licensee of the U. S. Coast Guard as Master of Steam and Motor Vessels of any Gross Tons upon Oceans with endorsements including STCW. Richard P. Fiske provides wide-ranging consulting services in American and international maritime law, as well as technical matters relating to naval and commercial vessels. He has served on active duty in the United States Navy for over 27 years. He is experienced in leadership and technical issues in shipboard operations, ship repair, deep sea diving, ship and aircraft salvage, underwater ship repair, deep ocean search and recovery, and foreign military sales. Tara Leiter is associated with Blank Rome, LLP in Washington, D.C. She concentrates her practice in maritime law and serves United States and international clients.
